According to Section 5 of THE MUSLIM FAMILY LAWS ORDINANCE 1961 is Every marriage solemnized under Muslim Law shall be registered in accordance with the provisions of this Ordinance. if any person fail to do so, section 5 subsection 4 with provision of (1) and (2) of THE MUSLIM FAMILY LAWS ORDINANCE 1961.

Procedure for Late Marriage
If Nikah Nama is available , then
only cnic copies of bride , groom and witnesses along with nikah khuwa cnic copy & affidavit of nikah khuwa that he was nikah khuwa of that bride & groom at the time of their marriage.
if nika khuwa is died or nikah khuwa license was cancelled , change the registrar of nikah ( with the permission of nikah registrar ).
If Nikah Nama is not available , then
Fill out a marriage contract (Nikahnama) with details about the bride, groom, and witnesses.
Determination of dowery amount in nikah nama column 13,14,15,16 ( Haq Mahar )in details how much , moveable or immoveable capital , non-demanded (majal )and demanded ( gar-majal ).
Determine any other condition in nikah nama column 17,18,19.
take permission from bride to start nikah ceremony.
Have the Nikah performed by an authorized Imam or Nikah Registrar.
Three time proposal and acceptance by the bride and groom.
Have two witnesses present to ensure the marriage is consensual.
sign and thumb by the bride and groom along with witnesses.

Original Nikah Nama: This is the primary document proving the marriage with 4 sets.
Copies of CNICs: Provide copies of the bride's and groom's Computerized National Identity Cards (CNICs).
Copies of Fathers' CNICs: Also provide copies of the CNICs of the bride and groom's fathers.
Passport-sized Photos: You'll typically need a few passport-sized photographs of both the bride and groom.
B-Form (If Applicable): If either party is under 18, you may need to provide a B-form (birth certificate).
Affidavit : reason for late registration , delay pardon application from bride & groom.
Union Council Visit: Go to the Union Council office where the marriage was performed or where the bride resides.
